[Action Script] Newbie Question May,2012

Hello actionscript forums,

I am rather new to actionscript, well extremely new would be more like it.

What I am needing to learn actionscript for is a member based webcam application where only a small portion of members have access to be able to use live webcams with a members chat where they become the administrator of the chat room. (This is not an adult site/idea).

My major question is about getting the webcam from my members computers to the site. I'm not asking about the script portion I'm in more need of information from a server side area.

I have read that webcam sites use a media server (I.E. Red5, FMS, etc.), with an encoder (insert encoders here). So the major question would be, is this a real requirement in order to build a webcam system or are these used for reasons of compatibility, bandwidth, or quality?

I know there is a lot of work behind what I have in mind, and I have the PHP knowledge to build the rest of the system just have no idea with the rest of it. Any advice would be helpful, thanks.
