[Action Script] SWF screen size in browser May,2012

Hi, this is probably a stupid question but I'm getting ready to submit a project to a client and want to make sure it displays correctly on their site.

I published my project out of Flash as an .swf and .html. When I view the .html in the browser it displays correctly at 640x480. But when I view the .swf in the browser the project appears huge, scaled way up, looks terrible. Although the .swf displays fine in the standalone player + debug player.

I was told to specify the resolution in the "SWF Header", isn't that the page in the publish settings HTML tab. I have it set to "Match Movie", shouldn't that work?

I'm supposed to turn in only an SWF file to them, so I'm worried it's not reading the resolution from my SWF settings.
